China has launched an action plan aimed at shaping global governance of artificial intelligence, calling for international cooperation on safety, infrastructure, innovation and ethical standards in the field.
The “Global AI Governance Action Plan” was issued during the 2025 World AI Conference and High-Level Meeting on Global AI Governance, which took place in Shanghai from July 26 to 28.
The event drew over 1,200 participants from 30 countries, including government officials, tech leaders, academics and investors, under the theme “Global Solidarity in the AI Era”.
Chinese officials framed the plan as a call for collaboration among governments, international organizations, tech firms and research bodies to promote open-source AI development, bridge the global digital divide, and ensure that artificial intelligence is harnessed “for good and for all”.
“China’s action plan reflects its commitment to multilateralism and equitable AI development, especially for the Global South,” said Kong Xianhua, China’s Ambassador to Maldives.
Key pillars of the plan include promoting AI in key sectors like healthcare and education, encouraging innovation across borders, supporting infrastructure in developing nations, and improving global data-sharing while safeguarding privacy. It also proposes establishing international mechanisms for AI safety, promoting green computing, and involving the public sector in responsible AI deployment.
The action plan aligns closely with the United Nations’ proposed Global Digital Compact and the Pact for the Future. China has urged the UN to serve as the central platform for digital governance, while supporting the launch of new AI-focused scientific and policy panels.
