The former Deputy Managing Director of MWSC, Mohamed Fazeel Rasheed, along with 11 others, were charged today on allegations of submitting fraudulent documents to show they had received land plots under the "Binveriya" scheme.

The Prosecutor General’s (PG) Office stated that the case involving individuals who did not meet the requirements for the Binveriya scheme but applied to obtain land has been filed in court.

In this case, Fazeel is charged with the offense of knowingly providing a fraudulent document. Eight other individuals are facing the same charge along with him. They are:

  1. Maryam Saaee – Hazaarumaage, S. Hithadhoo
  2. Eema Waheed – Dil, Doodigan, Gn. Fuvahmulah

  6. Hussain Zahir Zain – M. West Coast, Malé
  7. Ashhad Ali – Falhumatheege, M. Malé
  8. Ahmed Ali – Falhumatheege, M. Malé

The Prosecutor General’s Office said these charges were brought because a fraudulent agreement and registry were submitted to show that land had been received under the Binveriya scheme and to obtain permission to build boundary walls on that land. If convicted, this charge carries a prison sentence of one year, seven months, and six days.

Additionally:

Charge of producing a fraudulent document:

  • Ahmed Ateeg Abdullah, G. Poolbaharuaage: Accused of creating a fraudulent registry and agreement after being involved in processing application forms submitted by the public to obtain land from Hulhumalé and Gulhifalhu under the Binveriya scheme.
  • Ahmed Mazin, Daisymaage, N. Velidhoo: Accused of creating a fraudulent registry and agreement to show ownership of land allocated under the Binveriya scheme. If convicted, this charge carries a prison sentence of one year, seven months, and six days.

Charge of participating in the production of a fraudulent document:

  • Arushad Ali, M. Falhumathege: Accused of collaborating with Ahmed Mazin, Daisymaage, N. Velidhoo, who was working on the Binveriya scheme, to produce fraudulent registries and agreements. If convicted, this charge carries a prison sentence of one year, seven months, and six days.

Police also investigated allegations against Fazeel’s brother, Fazul Rasheed, who was the Managing Director of HDC at the time. He was accused of deleting documents on the HDC server in a way that they could not be recovered.

However, the PG decided not to press charges, stating there was insufficient evidence for prosecution. Fazul later resigned following the criticism aimed at him regarding this matter.
