Football Association of Maldives' (FAM) former General Secretary Shah Ismail has stated that the congress planned by FAM to revise the association's constitution is being held against regulations.
Shah has been reiterating this opinion on several occasions.
FAM has planned for the congress to be held on June 27. The FAM Normalization Committee has also dispatched invitations to the congress to clubs.
Shah insists that a congress held without the participation of the nine zones of Maldives will be against the association's statutes.

Shah has forwarded screenshots of the english translation of FAM's statutes to 'Save FAM' - a group that advocates FAM reforms.
Shah claims that if these statutes are being followed, then three representatives from each region - north, central, and south Maldives - must attend the congress.
However, FAM has not followed this to date. Each congress only sees participations from teams in the Male' zone.
Save FAM representatives, including Shah, met with the Normalization Committee last month, where they highlighted the stipulations in the statute, and urged the committee to follow the statute and include the nine zones.
The former management of FAM had voided the article on including nine zones in the 2020 congress. An english translation of these statutes was also shared on the AFC website.

Under this, the AFC website states that these regulations were revised by FAM on July 2, 2020 but it does not say whether it was approved by AFC.
Article 9 of the Statute says that in the instance that there is any discrepancy, the english regulations approved by FIFA must be followed.
